BCDA Welcomes Jason Graham as Outdoor Recreation Coordinator

New position will strengthen trail connections, partnerships, and the county’s growing outdoor recreation economy

BEDFORD, PA — The Bedford County Development Association (BCDA) is pleased to announce the onboarding of Jason Graham as Bedford County’s new Outdoor Recreation Coordinator, a position created through a Circuit Rider grant awarded by the Pennsylvania Department of Conservation and Natural Resources (DCNR).

The position reflects Bedford County’s commitment to strengthening outdoor recreation opportunities, enhancing trail connectivity, and leveraging the region’s natural assets to support quality of life, workforce attraction, and economic growth.

The role emerged from a collaborative effort led by BCDA and the Bedford County Planning Department, which helped establish the Outdoor Recreation Alliance – a network of businesses, community leaders, and outdoor enthusiasts working to advance recreation initiatives across the county.

Through this work, Bedford County participated in a DCNR Peer Study, with Alliance members serving on the steering committee. The study evaluated the county’s recreation assets and trail systems and identified the need for a dedicated coordinator to advance trail connections, strengthen regional partnerships, and support long-term recreation planning.

BCDA subsequently partnered with the Bedford County Commissioners to secure DCNR’s Circuit Rider grant, which supports communities seeking to build local capacity around recreation planning and trail development.

Outdoor recreation is increasingly recognized as a key driver of rural economic development, supporting local businesses, tourism, workforce attraction, and overall quality of place.

In his role, Graham will focus on strengthening trail connectivity, supporting recreation initiatives, and building partnerships that expand access to outdoor assets for residents and visitors.

Graham is a graduate of the University of Pittsburgh, where he earned a degree in Urban Planning with a focus on active transportation initiatives. He brings experience in outdoor education and community engagement, including teaching bike skills programs, managing a local bike shop, and guiding kayaking trips.

I look forward to working with partners across the county and region to expand opportunities for people to get outside and explore.”

The Outdoor Recreation Coordinator position represents an important step in Bedford County’s ongoing efforts to expand recreation opportunities, support the growing outdoor recreation economy, and enhance the region’s quality of life.
